Economic Injury Disaster Loan (EIDL) Assistance

Appointments are now available at the Broomfield Chamber of Commerce for assistance with the ECONOMIC INJURY DISASTER LOAN (EIDL) application process. This service is available to Chamber members and non-members.

Governor Jared Polis has announced that all 64 counties in Colorado have been approved to enable loan applications for Economic Injury Disaster Loans through the Small Business Administration. As part of our efforts to assist the Broomfield Business Community during the COVID-19 pandemic, we offer the following information to assist you with the navigation of the application process. While you absolutely can complete the process on your own, please note that the Chamber will also be providing one-on-one assistance sessions by appointment in our Chamber office.

Tammy will be available to assist you beginning at 8:00am on Monday, March 23rd. Please email her at to schedule an appointment. Please refer to the below list for the basic guidelines outlining all necessary information needed to complete the application and allow a minimum of 30 minutes for your appointment.

1. You can apply online at SBA’s secure website at or by mail. Hard copy applications should be mailed to US Small Business Administration, Processing and Disbursement Center, 14925 Kingsport Rd., FT. Worth, TX 76155-2243.
2. If you are applying online (highly recommended and encouraged) with assistance from the Chamber, it is recommended that you bring your laptop to the appointment.
3. As a small business, you may apply for a maximum EIDL business loan of $2 million.
4. The interest rate for an EIDL loan will not exceed 4%.
5. The repayment term for the loan cannot be more than 30 years. Your repayment term will be determined by your ability to repay.
6. An SBA loan officer will work with you to provide all the necessary information needed to reach a loan determination. The more complete your application, the more quickly a determination can be made. Their goal is to arrive at a decision on your application within 2 – 3 weeks.
7. A loan officer will contact you to discuss the loan recommendation and your next steps. You will also be advised in writing of all loan decisions.
8. SBA will prepare and send your loan closing documents to you for your signature. Once you sign and return the documents an initial disbursement will be made within 5 days. Depending on the amount requested, the loan may be disbursed in installments rather than as a whole, i.e. $25000 as working capital for an EIDL request.

FORMS TO COMPLETE AND DOCUMENTATION REQUIRED TO APPLY (it is advised that you gather all documents and needed information prior to starting an online application to avoid server errors or time-outs):
1.SBA Form 5 – Business Loan Application
2. SBA 159D – Fee Disclosure Form and Compensation Agreement – only if you are using a third-party agency that is charging for their assistance in completing the EIDL application. As a value-added benefit to the Broomfield business community, the Chamber will NOT be charging for this service.
3. IRS Form 4506-T – Tax Information Authorization (complete and signed by Applicant business, and each principal owning 20% of more of the business, each general partner or managing member, and for any owner who has more than a 50% ownership in an affiliate business, including business parent, subsidiaries, and/or businesses with common ownership or management).
4. Complete copies, including all schedules, of the most recent Federal income tax returns for the business (or an explanation if not available). If the most recent Federal tax return has not been filed, a year-end profit and loss statement for that year is acceptable. If multiple partners or managing members, you must provide Federal tax returns for any principal owning 20% or more of the business, each general partner or managing member, and each affiliate when any owner has more than a 50% ownership in the affiliate business. Affiliates include, but are not limited to, business parents, subsidiaries, and/or other businesses with common ownership or management.
5. A current year-to-date profit and loss statement.
6. SBA Form 413D – Personal Financial Statement (provide for the applicant if a sole proprietorship, or for each principal owning 20% or more of the business, each general partner or managing member)
7. SBA Form 2202 – Schedule of Liabilities (listing all fixed debts)
8. SBA Form 1368 providing monthly sales figures will be required when requesting an increase in the amount of economic injury.

On Monday, March 17th, we here at the Broomfield Chamber decided we would put together an online resource for restaurant and bar members who were facing shutdown. As the day went on, we realized that the customer disruption for business would be much more widespread.

So, instead, we’ve created a new Facebook Group called “Broomfied-Area Business Strong.” This group is designed to allow Broomfield-area businesses to post information about how to access their products and services during widespread COVID-19 shutdowns. In the spirit of keeping our entire business community strong during this difficult time, we are opening this group to member AND non-member businesses in Broomfield and the surrounding communities. You can use this space to:

  • Post about your hours of operation
  • Let consumers know how they can purchase from you and support your business (online, phone, carry-out, delivery, etc.)
  • Share links to resources.
  • Share your stories.
  • And, very importantly, invite your friends, networks and customers to join the group.

We will also try to re-post updates from businesses about their hours and availability as we see them.

Topline Update

As of today, we have 160 positives in the state, with 20 hospitalized. But that’s just what the testing is telling us — we know that there are likely thousands in the state.

The state can confirm completed test results on about 1,216 people by the state lab since testing started on February 28.

Private labs are required to report positive test results to the state.

Private labs are not required to report negative test results to the state, so we are not reporting total testing numbers for the state.


Public Health Order Announcement + Unemployment Questions

Today the Governor made an announcement on a public health order for the temporary suspension of dine-in service at restaurants and bars. Establishments can remain open but for takeout, delivery, and room service only. In addition we are closing gyms, theaters, casinos, and other non-essential places where large groups can gather. We will have the text of the Health Order from CDPHE available to the press by this evening. See below for a snapshot of what this public health order does.

Colorado’s Unemployment Insurance Division is responding to questions from both employers and workers impacted by closures as a result of the Coronavirus. Employees who see a reduction in hours or layoffs are encouraged to apply for unemployment benefits, which can provide partial wage replacement, at We expect to see a dramatic increase in claims from workers and questions from employers in the coming days and we are working to reassign staff within the Labor Department dedicated to responding to these questions. We would encourage impacted workers who may have skills that are needed in our health care industry to consider temporary work in health care to meet the demand that this crisis will place on our health care workforce. We know that we will need extra staff to contend with a surge in cases in the very near future.


Social Gatherings

Yesterday, CDPHE announced that we are following CDC guidance on crowds of 50 people or more. We are looking into further steps that we can take in this area but we want to make sure that the policy will work for facilities and critical services such as child care centers and others. The message is clear: just avoid large gatherings altogether. Stay home as much as you can.



Today we are launching the Doing My Part CO campaign where we’re encouraging folks to do the right thing and share it on social media with the hashtag #DoingMyPartCO and challenging 5 friends to do the same.

Good things to share are photos or stories of folks who are:

  • practicing proper hygiene and social distancing
  • working from home
  • walking or taking your car instead of taking public transit
  • Face-timing with grandma instead of going to visit her
  • getting groceries or medicine for an elderly neighbor
  • And taking it easy on the toilet paper at the supermarket

These are all positive steps that folks across our state are taking to address social distancing. Share them on social media and then challenge five friends to do THEIR part too.

Mountain community visitors to minimize social contact

One additional announcement to note is that due to extensive spread of COVID-19 in a number of mountain resort communities, the Colorado Department of Public Health and Environment (CDPHE) strongly recommends that anyone who lives in or has visited those communities in the past week minimize their contact with other people, in order to reduce the spread of the virus. Although we don’t have a case in Broomfield, after several days of consulting with internal and external partners including guidance from the Governor and following the Emergency Declaration, the City and County of Broomfield will operate under the precautionary principle and will proactively be closing the senior center, recreation center, library, museum, and inventHQ facilities to the public to include all programs, events, and classes.

The closure will start Saturday, March 14 and be in place for a minimum of 2 weeks, at which time we will reassess the overall COVID-19 impact on the community. In particular, our focus is on our most vulnerable populations, those who are older adults (60+) and those with underlying health conditions, specifically respiratory issues, heart disease, and diabetes.

This includes Boards & Commission meetings over the next two weeks.


  • Meals on Wheels – Adults age 60+ who are residents of Broomfield may request meals on wheels. Meals can be delivered within one business day after registering. Registration is done by calling 303.464.5532
  • Easy Ride – Easy Ride will continue to provide trips for medical and nutritional purposes only. Registration is required before trips can be scheduled. Registration can be done by calling 303.464.5534 or completing an online application.


  • Paul Derda Rec Center, Broomfield Community and Senior Center, Library, Auditorium, Depot Museum, inventHQ

During the closure, staff will complete a deep-clean, disinfecting and completing other tasks and duties that are difficult to complete while facilities are open.We are not at the point where we feel closing city buildings to employees is warranted. The staff has built and continues to evaluate a risk-analysis for additional closures.

  • Health and Human Services –  State-related functions in Public Health and Human Services will continue and follow guidelines of the state, which emphasizes social distancing, setting telephone appointments when appropriate, and addressing benefits online.     • Workforce Center – Resource Center will not be open for public use, staff will meet with clients by appointment only.  All classes and job fairs will be suspended until further notice. Please call 303 464-5855 to make an appointment.
  • Motor Vehicle – Broomfield’s Motor Vehicle Office will remain open, based on the state’s direction. Please click HERE to access E-Services offered by the Department of Revenue’s Eservice Site or visit the Motor Vehicle Express Kiosk located in the King Soopers at 12167 Sheridan Blvd.
  • Boards & Commissions – Boards and Commission meetings will also be canceled during this two-week period.  

“We realized the rapidly-changing situation is difficult, stressful and sometimes disappointing and scary, but we need to band together in Broomfield to protect our beloved seniors and those at high-risk,” said City and County Manager Jennifer Hoffman. “That’s who we are – we do right by each other, we look out for one another, we sacrifice a little today for the greater good tomorrow, we are Broomfield.”

While we have pulled together as a community to anticipate and prepare for an event like this, it’s clear based on the guidance from our Public Health Department that Broomfield will soon face one or multiple confirmed cases of the virus.

Public Health Director Jason Vahling says “while we know 80 percent of our population that comes down with the virus will only have mild symptoms, we must act to protect our most at-risk who we see walking the track at the rec center in the mornings, at Lakeshore Cafe at the senior center at lunch and enjoying a show at the Library’s Auditorium over the weekend.”


TESTING: If you are exhibiting symptoms, which include fever, cough, and shortness of breath the person should go to your medical provider, like a clinic or hospital, but ONLY AFTER calling the provider (i.e. do not show up unannounced). The medical provider will evaluate the patient and determine if testing is needed for influenza, other respiratory illnesses, and COVID-19.

MOST AT-RISK: Older adults (60+) and people who have serious chronic medical conditions are at higher risk for more serious COVID-19 illness. If you are at increased risk for COVID-19 complications due to age or a serious underlying medical condition, or if you care for someone who is at increased risk, it is especially important for you to take action to reduce your risk of exposure including the following.   • Stock up on supplies.
  • Take everyday precautions to keep space between yourself and others.
  • When you go out in public, stay away from others who are sick, limit close contact and wash your hands often.
  •  Avoid crowds as much as possible.
  • Avoid cruise travel and non-essential air travel.
  • During a COVID-19 outbreak in your community, stay home as much as possible to further reduce your risk of exposure.

PREVENTION: Ways for individuals to participate in prevention efforts is to engage in self-care, general hygiene, staying home if sick, increasing efforts to clean commonly touched surfaces, and educating yourself using reliable sources.
